On behalf of Cambodia Airport Investment Co., Ltd. (CAIC), I am deeply honored to welcome you to Techo International Airport (TIA) — a new gateway to Phnom Penh, Cambodia. TIA not only marks a new chapter in our nation’s aviation history, but also elevates Cambodia’s presence on the global stage.

TIA is a 4F category greenfield airport covering 2,600 hectares, located 20 kilometers from Phnom Penh. Designed for long-term growth, the project is being developed in three phases:

• Phase 1 (now operational): A main terminal with a pier of 32 boarding gates, one runway measuring 4,000 meters in length and 75 meters in width including shoulder, two parallel taxiways, and apron capacity for 15 million passengers per year.
• Phase 2: A second pier and an additional runway, increasing total capacity to 30 million passengers annually.
• Phase 3: A third runway and a new terminal, bringing total capacity to 50 million passengers annually.

The investment for Phase 1 exceeded USD 2.3 billion and was financed locally, notably through Cambodian financial institutions, including USD 387.5 million raised via local airport bonds. Adjacent to the airport, 5,000 hectares have been designated for a special economic zone as well as residential, commercial, logistics, and manufacturing developments.

This achievement reflects Cambodia’s economic dynamism, resilience, and the dedication of thousands of engineers and workers. It was made possible thanks to the strong support and guidance of the Royal Government of Cambodia, as well as the trust of our partners.

Despite challenges such as the global pandemic, difficult climatic conditions, and cross-border coordination, the project advanced steadily through the professionalism and commitment of all involved. More than 200 Cambodian engineers and over 17,000 workers have contributed to building this modern aviation hub, supported by both local and international partners.

TIA is the result of international collaboration, bringing together world-class expertise at every stage of its development. Foster + Partners (UK) served as the lead architect and integrated green infrastructure into the design, supporting CAIC’s ambition to reduce carbon emissions. Heerim Architects & Planners (Korea) acted as Project Management Consultant. Changi Airport International (Singapore) advised on commercial planning, the pre-operational phase, aerodrome certification, and ORAT. China State Construction Third Engineering Bureau Co., Ltd. worked on the passenger terminal and related facilities, while RLB Singapore provided quantity surveying services.

For its operations, TIA is managed by leading French and Cambodian partners. Société Concessionnaire de l’Aéroport (VINCI Airports) oversees aeronautical services, while duty-free, retail, and F&B operations are entrusted to Lagardère Travel Retail, HSC Group, and Newrest.

Officially opened on September 9, 2025, Techo International Airport is more than a transportation hub. It symbolizes Cambodia’s progress—strengthening connectivity, boosting tourism and trade, and enhancing the country’s growing role within ASEAN and globally.

This achievement is a testament to the relentless efforts of professional teams, the trust and support of our partners, and our shared vision of building a more closely connected future together.
